This webinar panel will consist of three well-established and successful public sector people that will bring a wealth of different experiences and perspective to the audience. With a backdrop that there is more than one road to success and happiness in ones’ career, the presenters will offer personal comments as to how they have achieved career success. You will learn that  life-long learning, balance and managing tradeoffs are critical elements in being a satisfied person, While all their ideas will be directed to the public sector financial officer community, most will have universal applicability no matter what position you currently hold or where you hope to progress in your career. What are the attributes of a successful manager or deputy minister if you wish to aspire to that level, and should you aspire there? What support structures are there out there for you? While it is impossible to cover in depth all these elements in a one –hour webinar, these panelists will leave at least a few thoughts with you for your career enhancement.

David Miller left the federal pubic service in 2004 with over 35 years of experience, most of which related to the financial management function in both operational departments and the Treasury Board Secretariat.

He was the Assistant Secretary, Expenditure Management at TBS during the 3 years of Program Review implementation but, in his last permanent position (1997-2004), he switched to an operational role as the Assistant Commissioner of Assessment and Collections for the Canada Revenue Agency. As such, he was responsible for most aspects of tax administration and income related benefits, including some of the government’s largest system development and change management projects.

Since leaving the government, he has worked for the International Monetary Fund in providing assistance to developing countries such as Indonesia and Macedonia, completed various contracts with federal departments on project and program evaluation as well as resource reviews and temporarily filled key financial positions during periods of transition in a number of departments such as Agriculture, Health, Finance and Industry Canada.

Richard Neville began his career in the Public Service of Canada in 1972 as a Systems Analyst with National Health and Welfare before moving to the Treasury Board of Canada Secretariat as a Financial Project Officer in 1974.

From 1977 to 1979, Mr. Neville held the position of Director, Financial Services, Medical Services Branch, National Health and Welfare. Mr. Neville was responsible for the transfer of the Charles Camsell Hospital to the province of Alberta and the Whitehorse General Hospital to the Yukon government.

In 1979, he joined Supply and Services Canada where he held a number of senior level positions including Comptroller for the department,  Regional Director General for both the Québec and Western Regions and Assistant Deputy Minister, Corporate Services.

In 1993, Mr. Neville joined Public Works and Government Services Canada where he held the positions of Assistant Deputy Minister, Corporate Policy and Planning and Assistant Deputy Minister, Corporate Services.

In August, 1995, he returned to the Treasury Board of Canada Secretariat as Assistant Comptroller General and Assistant Secretary.

From 1999 to 2003, Mr. Neville held the position of Deputy Comptroller General of Canada.

From June 2003 to January 2008, Mr. Neville was appointed to the position of Vice President & Chief Financial Officer at the Royal Canadian Mint.

He is presently retired from the Public Service of Canada, however, he presently sits on several Boards of Directors as well as being an " External Member " on the Internal Audit Committees of both the Canada Border Services Agency and the Canadian Security  Intelligence Agency.  In April 2010, Mr. Neville was appointed to the Canadian Institute of Chartered Accountants -Accounting Standards Oversight Council.


Mr. Neville obtained a Bachelor of Commerce (Honours) degree from the University of Montréal, Loyola College, and completed post-graduate studies in accounting and auditing at McGill University.  He also obtained his designation as a Chartered Accountant while articling with Clarkson, Gordon & Company, Chartered Accountants. Mr. Neville is a Chartered Accountant in Quebec, Ontario and Alberta. In February 2001, Mr. Neville was appointed a Fellow of the Order of Chartered Accountants of Québec and conferred the initials F.C.A.

Dr. David Zussman is the Jarislowsky Chair in Public Sector Management. Holding a PhD in psychology from McGill University, he has been teaching public management at the University of Ottawa for several years and served as the Dean of the School of Management from 1988 to 1992. Throughout his career, he held several positions related to public affairs. In recent years, he has been President of the Public Policy Forum and he served as Executive Vice President and COO of EKOS Research Associates Inc, a leading public opinion and public policy research firm. In the public sector, he was Assistant Secretary to the Cabinet for Program Review and Machinery of Government in the Privy Council. He was also asked by Jean Chrétien to help in the transition of his newly elected government in 1993 and 1997. He also currently serves as a part-time Commissioner of the Public Service Commission and writes a monthly column for the Ottawa Citizen newspaper.

Charles Perron is a senior partner at Deloitte and the Lead Client Service Partner for the Federal Government of Canada. He has been with Deloitte for 25 years, including 15 years as a partner and seven as managing partner for the Ottawa region. Mr. Perron is a Certified Management Consultant and a Chartered Accountant and a member of the Ontario and Québec Institutes. He holds a Bachelor of Commerce, Specialization Accounting/ Cooperative programs degree from the University of Ottawa. He specializes in Finance and Performance Management including financial process redesign, and financial reporting.

He brings extensive Public Sector, Federal Government and Private Sector experience having worked in a variety of organizations including: Bell Canada, Nortel, Boeing of Canada, Hydro Ottawa, and the University of Ottawa, Canadian International Development Agency, Canada Post, CBC/Radio-Canada, Royal Canadian Mounted Police, Royal Canadian Mint, Canadian Tourism Commission, Canadian Air Transport Security Authority, Industry Canada, Department of Foreign Affairs and International Trade, Heritage Canada, Natural Resources Canada and the Department of National Defence.

He is currently attending class with other senior public servants at the University of Ottawa in the Certificate Program in Public Sector Leadership and Governance. The program is very relevant to Mr. Perron’s current professional focus serving the Government of Canada because of the alignment of the overall theme of the program “Preparing Canada’s Public Sector Leaders for a Global Future” and the specific topics covered in the four modules - governance, public sector management, Canada in the world theatre, and evidence-based decision making.

Deloitte has been serving governments around the world for over 150 years. As Charles continues to learn more about how governments operate he recognizes that the public sector is very different from the private sector ~ while we can’t always simply “transport over” the value we deliver for the private sector to the public sector; we can use our experience and knowledge to help make valuable best practice connections.
