Based on a methodology developed a decade ago, public sector and not-for-profit organizations have adopted a system to effectively and economically evaluate procurement proposals and applications for assistance. Both the proponent and the recipient department/agency/business will save money by knowing the criteria and weights assigned to the criteria by the decision-making entity prior to preparing, submitting and having all the proposals and applications evaluated by the decision-making entity. Applicants and proponents will pre-screen themselves out of the process by self-assessment according to pre-stated criteria and save themselves the time and expense of preparing submissions. Recipient organizations will receive fewer proposals/applications but those received will be of better quality and more easily assessed against pre-determined criteria resulting in faster less administratively costly decisions and better feedback to submitting entities. These evaluations will include assessment of intangibles and non-quantifiable elements.
